Regierung
Wenn in einem Staat eine kleine Gruppe oder nur ein Einzelner das Sagen hat, nennt man das eine Diktatur.
When in a state a small group or just one person has the say, this is called a dictatorship.
Was darf die Regierung in einer Diktatur?
What is the government allowed to do in a dictatorship?
Das kann auch sehr unterschiedlich sein.
That can also be very different.
Manchmal ist die Regierung selbst der Diktator, also der Alleinherrscher.
Sometimes the government itself is the dictator, that is, the sole ruler.
Oder aber der Diktator sitzt selbst nicht in der Regierung, gibt aber der Regierung Befehle.
Or the dictator is not himself in the government, but gives the government orders.
Das kann ein Präsident oder der Chef der Armee sein, der in Wirklichkeit alle Macht hat.
That could be a president or the head of the army, who in reality holds all the power.
Regierungen haben oft viel Macht, und man will nicht, dass sie die Macht für etwas Falsches verwenden.
Governments often have a lot of power, and people do not want them to use that power for something wrong.
Was die Regierung macht, soll den Menschen im Land helfen, oder zumindest denen, die Hilfe brauchen.
What the government does should help the people in the country, or at least those who need help.
Es soll vernünftig sein und auch auf lange Sicht funktionieren.
It should be sensible and also work in the long run.
Ein Regierungsmitglied soll zum Beispiel nicht für etwas entscheiden, nur weil es ihm persönlich Geld einbringt.
A government member, for example, should not decide something just because it brings him money personally.

Grammar in this text
Subordinate clause with verb-final position
man will nicht, dass sie die Macht für etwas Falsches verwenden.
In dependent clauses introduced by conjunctions like 'dass', the finite verb moves to the very end. Here 'verwenden' is at the end of the 'dass' clause.
Relative clause
der in Wirklichkeit alle Macht hat.
A relative clause modifies a noun (here 'der Chef der Armee') and begins with a relative pronoun ('der'). The conjugated verb stands at the end of the clause ('hat').
Separable verb in a subordinate clause
weil es ihm persönlich Geld einbringt.
The verb 'einbringen' is separable. In a subordinate clause introduced by 'weil', the prefix is not separated from the stem, so the whole verb appears as 'einbringt' at the end of the clause.
