haben + zu: must, as a rule or an order

FormSubjekt + haben + … + zu + Infinitiv (Ende)

Meaning and usage

haben + zu + infinitive means must, and it sounds like a rule or an order: In einer Bibliothek hat man sich ruhig zu verhalten. Sie haben das Formular bis Freitag auszufüllen. It is the active partner of sein + zu: Das Formular ist bis Freitag auszufüllen.

You meet it in house rules, regulations and official letters, and from a strict parent or boss. Said to a colleague it sounds bossy; müssen is the neutral word. Do not confuse it with haben + a noun + zu: Ich habe viel zu tun and Wir haben noch Themen zu besprechen only say what there is to do.
