B2 · Passive alternatives
Das Formular ist bis Freitag abzugeben.
sein + zu: can be done or must be done
Formsein (Position 2) … zu + Infinitiv (Ende)
Meaning and usage
sein + zu-infinitive is a passive with a modal meaning, either can be done or must be done: Der Text ist leicht zu verstehen (can be understood), Diese Frage ist nicht zu beantworten (cannot be answered), Das Formular ist bis Freitag abzugeben (must be handed in). Context decides which.
It is formal and typical of notices, rules and instructions. With leicht, schwer or kaum it usually means can; in rules and deadlines it usually means must. Do not confuse it with es ist wichtig, … zu, where the infinitive says what is important: here the subject itself is the thing to be done.
