B2 · Participles as adjectives

die zu lösende Aufgabe

zu + Partizip I: die zu lösende Aufgabe

Formzu + Partizip I + Adjektivendung + Nomen

Meaning and usage

zu + Partizip I before a noun means that something must be done or can be done: die zu lösende Aufgabe (the task that must be solved), die nicht zu unterschätzenden Risiken (the risks that must not be underestimated). It is the noun-phrase version of sein + zu: Die Aufgabe ist zu lösen becomes die zu lösende Aufgabe.

With separable verbs the zu goes inside: die bis Freitag abzugebenden Formulare. The construction belongs to formal written German, such as official letters, reports and academic texts. You should recognise it; in speech a relative clause is normal: die Aufgabe, die wir lösen müssen.
