Form…, ohne (…) zu + Infinitiv | ohne dass + Subjekt … Verb
Meaning and usage
ohne … zu means without doing something. It is built like um … zu: ohne opens the clause and the zu-infinitive closes it. Er ging aus dem Raum, ohne ein Wort zu sagen. Der Mann ging, ohne die Rechnung zu bezahlen. English uses an -ing form here, German a zu-infinitive.
The clause has no negative word: ohne zu fragen already means without asking, and adding nicht would turn the meaning around. When the second action has a different subject, use ohne dass with a full clause: Er ging, ohne dass ich es merkte.
